With reference to the proposal of the Preparatory Committee of the Chinese Seamen Union to open a branch at Hong Kong, I have the honour to refer to my letter of the 12th February in which I transmitted an order from the Ministry of Foreign Affairs instructing me to explain
to the Hong Kong Government and to ask the latter to afford protection, as is on record.
I am now in receipt of a further order from the Ministry of Foreign Affairs hastening the matter. I have therefore the honour to write you accordingly, and to request that I may be favoured with the reply of the Hong Kong Government on this matter.
